Meet the Board of Directors

Jill Parker Landsman - Chairman of the Board

Jill Landsman serves as the Communications & Media Relations Director of the Northern Virginia Association of Realtors® in Fairfax, where she has worked since 2006. Her department is in charge of NVAR’s Web sites, online communications, housing data analysis, publications and collateral print materials and media relations. Prior to that, she served as the public relations manager and Web site administrator for the Technology Student Association in Reston, where she worked for six years.

Her tenure as AAA’s Car & Travel magazine editor spanned five years. In AAA Potomac in the Public and Government Affairs Dept., she served as the manager of editorial services. Landsman also served as a staff writer for a national home medical equipment association, where she wrote testimony on health care issues that was presented on Capitol Hill. She worked in public relations and editorial capacities for other Northern Virginia associations. Her first position in Virginia was as a reporter and news editor for the Potomac News in Woodbridge, where her work was nominated for Virginia Press Association awards. Prior to moving to Virginia, Landsman lived in New Jersey, where she was an English and journalism teacher at Nutley High School for five years.

Landsman earned a bachelor of arts in English, speech, drama and education. Her master’s degree studies were in English literature. She resides in Burke with her husband, two children and pups.

José Páiz, Co-Vice Chair

José Páiz is a Community Housing Officer with the Virginia Housing Development Authority (VHDA), and a member of its REACH Virginia Team. José is responsible for promoting VHDA's community lending and relationship building initiatives to the growing Latino communities throughout the Commonwealth, working with stakeholder and partner groups such as local government and housing authorities, non-profit housing providers, faith-based organizations, real estate industry practitioners, and community leaders.

José is a member of the Leadership Team of VIDA PLUS, a federal Assets for Independence grant program matched with VHDA funds, working to increase Individual Development Accounts participation and homeownership in the Commonwealth of Virginia. He also serves as Vice-Chair of the Community Outreach Committee of the Northern Virginia Association of Realtors and is a founding Board member and current Vice President of the National Association of Hispanic Real Estate Professionals of Northern Virginia.

Prior to joining VHDA in 2006 José had more than 15 years of experience in the mortgage banking and financial services industry in the Washington D.C. area.

Angela Sanders, Co-Vice Chair

Angela is an Assistant Director of Academic Programs at Georgetown University Center for Continuing and Professional Education. She shares her educational and work experiences with organizations such as the national Association of Former Foster Care Children on vital topics of education, personal and professional development. She was a key player in initiating the Executive Development Institute (EDI) with Medstar Health and the partnership with Blacks in Government. Ms. Sanders holds a Master's degree from Georgetown University McDonough School of Business, a Bachelor of Science in Business Administration from State University of New York College at Buffalo and a Senior Executive Leadership and Professional Manager Certificate from Georgetown University.

Patrice Moore, Secretary

Patrice Moore is a Realtor with RE/MAX 100. She serves on the Northern VA Association of Realtors Finance Forum committee and is an Accredited Buyer Representative. Prior to real estate, Patrice (a native of Northern Virginia) began her career with the Federal Government, passed through Capitol Hill and settled into advancing positions with EDS, AT&T, MCI International and British Telecommunications. Patrice specialized in consultancy of data and telecoms solutions with emphasis on US-European strategic analyses. She was instrumental in the first global offering of Internet services to commercial companies.
At present, Patrice is also Director of Marketing for Ethos, a woman-owned small business company specializing in ethics consulting.

Patrice resides in Annandale, is married and shares her abode with two terriers.

Cynthia M. Colbert, Treasurer

Cynthia Colbert is a Financial Management Senior with Freddie Mac where she has worked since 1991. She is responsible for the planning and controlling of the firm's financial resources and the provision of timely, accurate and reliable financial management information. Cyndi’s scope of responsibilities encompasses budgeting and forecasting, variance analysis, cost management and analysis, cost accounting, and financial administration. Cyndi interacts with senior customer personnel on significant technical matters frequently requiring coordination across organizational lines.

Cyndi also has experience with SOX compliance, risk controls and accounting. This experience has allowed Cyndi to identify significant control deficiencies, assist with internal controls documentation and provide support to general ledger processes at Freddie Mac.

Cyndi has a Bachelor of Science in Business Administration from the University of the State of New York and a Masters in Business Administration from Strayer University. Cyndi resides in Ashburn, VA.

Bill Thomas, Immediate Past Chair

Bill currently serves as the Vice-President and Principal of a private financial and management consulting firm and has over 19 years experience in both the for- and not-for-profit sectors, managing accounting, finance, and reporting activities for clients and enterprise in diverse industries including oil, transportation, media, pharma, education and healthcare industries.

He is a certified public accountant and an adjunct professor of finance at UVA. Bill is a graduate of Howard University and resides in Silver Spring, Maryland.

Heidy Escalante

Heidy Escalante is a Senior Business Analyst with Fannie Mae where she has worked since 2006. She is responsible for providing guidance to servicers to implement the Obama Administration's Making Home Affordable (MHA) programs. Heidy shares her industry knowledge and subject matter expertise with servicers to assist servicers in helping struggling borrowers remain in there homes, through execution of MHA programs. Heidy is a key player in development and implementation of program training and external communications to servicers.

Heidy has over 8 years experience in the primary mortgage industry where she worked directly with borrowers, realtors and lenders. Heidy gives back to her community by volunteering in Foreclosure Prevention events such as telethons and Homeowner Fairs by providing Spanish speaking Homeowners assistance and conducting program training sessions.

Heidy attended the University of Maryland at College Park for her undergraduate studies and received her Bachelor of Science in Business Management & Information Systems from the University of Phoenix. She resides in Herndon, VA with her husband and two children.

Dirk P. Johnson

DIrk is currently the Online COmmunications Manger at Northern Virginia Association of Realtors®. Prior to this, he was a Data Quality Analyst at IDEA, an eCommerce solution provider for the electrical channel. He was the Partner/Operations Director of DomainDrivers LLC, an internet marketing consulting firm.

Dirk was named the Loudoun County Enterpreneur of the Year in 1993, based upon his founding of Scale Sports/Detail Master, a manufacturer of hobby products sold at retail outlets worldwide.

He looks forward to assisting the HCSNV with an focus toward the online marketing role.

Liz Milner

Liz is a self-employed writer and publicist. Her 15 years' experience in writing and public relations includes creating media strategies for several local governments in Northern Virginia and writing grant proposals for the Office of Historic Alexandria, Virginia and for The City of West Covina, CA. She has an MA in Political Science from the University of Chicago and lives in Annandale, VA..

Will Thomas

Will Thomas, Will is currently a Legislative Analyst at the Office of Management and Budget within the Executive Office of the President since March 2011. Prior to that, he worked as a Planning Analyst at the Federal Housing Finance Agency, which regulates Fannie Mae, Freddie
Mac, and the Federal Home Loan Banks.

He received his bachelor's degree in Business Administration from Louisiana State University and his juris doctorate from North Carolina Central University. He has current admissions to the North Carolina and District of Columbia Bars. He resides in Dumfries, Virginia.

Friends of HCSNV

Anna Smith, Past Chair

Anna Smith joined Freddie Mac's Community Relations organization in May of 2007 managing our philanthropic activities with external organizations. Prior to 2007, Anna worked in our Regional and Community Lending Sourcing Department creating affinity relationships with various industry trade groups and mortgage vendors.

Over her 22-year career at Freddie Mac, Anna built relationships with multifamily, local official, credit union and housing agency organizations to further housing policy issues. Early in her career Anna held increasingly responsible position in Freddie Mac's Legal Division.

Anna received a B.A. in Public Administration from George Mason University receiving the John Godbold award given to the graduate finishing at the top of the Public Administration program.

In her spare time, Anna sits on the Board for the Housing and Community Services of Northern Virginia, serves on the St. Andrew Lutheran Youth Committee and volunteers in Freddie Mac J.C. Nalle mentoring program.

Brian Wilkerson, Past Chair

Mr. Wilkerson is a long-standing member of HCSNV's Board of Directors, having served on the Board for over ten years. He provides legal counsel to private clients as a general practitioner.

He also served as Special Counsel for a video-teleconferencing firm and as President of The Johnson Group. Mr. Wilkerson has current admissions in the Florida Bar and the Virginia Bar. He is married with two young children.

Mark Chase

Mark Chase is a partner with Cordia Partners and has 15 years of professional experience providing accounting and business advisory services to Washington, DC metropolitan businesses

Mark is responsible for overseeing the operation of Cordia’s engagements which includes working closely with the individual engagement managers to ensure that each engagement team is properly staffed, is technically proficient, and is adhering to Cordia’s quality standards. Mark is also responsible for directly overseeing client engagements in the not-for-profit, government contracting, professional services, and properly management industries. Because of Mark’s deep experience with audit procedures and documentation he is often the partner in charge of Cordia’s audit readiness and catch-up/clean-up efforts. Mark also routinely advises clients about the development and reengineering of accounting policies, procedures, and financial reporting.

Specifically related to not-for-profit organizations, Mark has experience with account reconciliation, audit readiness, indirect expense allocations, financial reporting, budgeting, cash forecasting, internal control assessments, accounting system reviews, and presenting financial results and projections to Boards of Directors.

Prior to joining Cordia Partners, Mark was a senior manager at a leading Washington DC public accounting firm where he completed, led and managed financial statement audits, reviews, compilations, employee benefit plan audits, and income tax preparation services.

Traci Mundy Jenkins

Traci is the Director of the Office of Career Services at American University, Washington College of Law. Prior to joining WCL, Traci was the Managing Partner of a Washington, DC area legal placement and consulting company where she specialized in attorney recruitment and counseling, as well as providing consulting services to law firms and corporate legal departments.

She also served as the Director of Placement at a national legal placement company. In addition to her legal recruiting experience, Traci practiced law for seven years at Venable, Baetjer and Howard, LLP where she developed an employment and commercial litigation practice.

She is a graduate of the University of Virginia School of Law, and she received a BA in Economics from Wellesley College. Traci is a frequent speaker on legal recruiting issues. She has been a member of the Board of Directors for HCSNV for six years.

Robert E. (Bob) Gaylord

Bob is the President and CEO of IDEA, a for-profit business-to-business eCommerce solution provider for the electrical channel. Prior to this, he was the CEO of Leader to Leader Institute, a non-profit social sector leadership development organization in New York, and was a leadership and strategic planning and communications consultant.

Bob retired from the United States Army in January 2005 as a Brigadier General after a long and distinguished career culminating in his assignment as the senior Public Affairs Officer in the Army responsible for the public relations and strategic communications efforts of the Army during the Global War on Terrorism. He served in numerous command and staff positions and extensively overseas, including Vietnam, Operation Just Cause in Panama, and Operations Desert Shield/Desert Storm. He also served in Army Recruiting Command as the Deputy Commanding General responsible for all recruiting east of the Mississippi, Europe and Puerto Rico.

General Gaylord currently serves on several Boards. He is married with two daughters and two granddaughters.

Tom Hans Jansen

Hans is a senior development coach and independent energy efficiency consultant. Hans holds a Masters Degree in electric power and systems control engineering. He worked over 30 years in 24 developing nations. He specialized in institution building and developing the legal and corruption free financing structures for comprehensive energy efficiency and environmental protection programs.

The last 15 years he initiated, designed and co-managed the implementation of the nation-wide energy efficiency and renewable energy programs of Thailand and Vietnam, with the local authorities, consultants, banks, industry, non-profit organizations and many volunteers. At present, Hans is coaching persons, non-profit organizations, small industry and government agencies.

Hans serves on several boards of non-profit organizations in the Washington DC area and in Holland. Mr. Jansen believes in the need to protect the vulnerable parts of society, he supports the approach of the HCSNV and its enthusiastic staff. Hans hopes that he can assist the organization develop into a stronger player in the North Virginia social development arena.
